Monthly price in one, two or three states
Each service's cheapest published plan that files payroll taxes for you, at standard monthly list prices, for employees spread over one, two or three states. Our prices count how many states you have employees in, not which ones. We only call a service the cheapest when it costs at least $5 and 5% less than the next one. Which services aren't in these tables, and why.

Caveats our data records about some of these prices (in full where they're about states or locations; each service's page gives them all in full):
- Deel: Deel's own blog posts give lower starting prices than its pricing page. Deel's product page suggests its self-service option if you pay salaried or exempt employees "in one or a few states" and describes it as "a fast, automated way to handle calculations, taxes, and filings yourself". It suggests its managed option, which has no published price, if you're "hiring across multiple states". Deel's FAQ says it files payroll taxes on your behalf in all 50 states. Ask Deel what each option files for you.
- Homebase: Each price includes the Homebase scheduling plan it requires. Homebase plan fees are charged per location, so add one plan fee for each extra location. Homebase defines a location as "a physical address that is your place of business", but it doesn't say whether an employee who works in another state, away from your business addresses, needs a location of their own. If your team works in more than one state, ask Homebase before you rely on this price.
- Justworks: Justworks says "Justworks Payroll is available in all 50 U.S States", but we haven't confirmed from its pricing page whether employees in more than one state cost extra on its Payroll plan, or whether its PEO plans cover them. Our prices for employees in more than one state are for its Payroll plan, with no extra fee, so ask Justworks before you rely on them.
- Paycor: Paycor's pricing page also has an older, hidden price table with different numbers. Paycor's pricing table shows a check mark for "Additional Tax State Authorities" on every plan, but doesn't say whether filing payroll taxes in more states costs extra. Our prices for employees in more than one state include no extra fee, so ask Paycor before you rely on them.
- QuickBooks: QuickBooks now sells its payroll plans as "QuickBooks Workforce". Its fee of $12 a month for each state after the first (Workforce Payroll and Workforce Premium) and its contractor fees for Workforce Premium and Elite appear in its offer terms, not on its plan cards. Our prices include them.

How each service charges for more states
From each service's published plans that file payroll taxes for you. Each service's page lists the official pages these come from.
- Deel: its Payroll: US (self-service) plan lists multi-state payroll, with no extra-state fee in its published prices (Deel's own blog posts give lower starting prices than its pricing page; Deel's product page describes its self-service option as a way to handle taxes and filings yourself, and suggests its managed option, which has no published price, for hiring across multiple states).
- Gusto: its Simple plan is for one state only; its Plus and Premium plans list multi-state payroll, with no extra-state fee in their published prices. On Gusto's Plus plan, state tax registration in a new state is an add-on whose price Gusto doesn't publish: it says pricing varies by state.
- Homebase: all 4 of its plans list multi-state payroll, with no extra-state fee in their published prices (Homebase's prices are for one location, its plan fees are charged per location, and it doesn't say whether remote staff in another state need a location of their own).
- Justworks: its Payroll plan lists multi-state payroll, with no extra-state fee in its published prices; its PEO Basic and PEO Plus plans don't list multi-state payroll (Justworks says its Payroll is available in all 50 states, but we haven't confirmed whether employees in more than one state cost extra).
- OnPay: its Payroll Essentials plan lists multi-state payroll, with no extra-state fee in its published prices.
- Patriot: its Full Service Payroll plan charges $12 a month for each state after the first.
- Paycor: all 3 of its plans list multi-state payroll, with no extra-state fee in their published prices (Paycor's pricing page also has an older, hidden price table with different numbers; Paycor's pricing table lists additional state tax authorities without saying whether they cost extra).
- QuickBooks: its Workforce Payroll and Workforce Premium plans charge $12 a month for each state after the first; its Workforce Elite plan lists multi-state payroll, with no extra-state fee in its published prices (QuickBooks lists its Workforce plans' extra-state fee and some contractor fees only in its offer terms, and our prices include them).
- Roll by ADP: its Roll plan lists multi-state payroll, with no extra-state fee in its published prices.
- Square Payroll: its Full-service payroll plan lists multi-state payroll, with no extra-state fee in its published prices.
Services not in these tables
These services publish prices, but we can't price them for employees in more than one state:
- Hourly: Hourly's pricing, payroll and payroll benefits pages don't say whether you can pay employees in more than one state on one account. Its payroll benefits page says it files payroll taxes "in all 50 states" but also offers sign-ups to "Get notified when we add new states", and a help center article last updated in 2023 says an employee's home address must be in California (sources: hourly.io/pricing, hourly.io/payroll, hourly.io/payroll-benefits and support.hourly.io).
- Paychex Flex: Paychex's Flex Essentials sign-up FAQ says that if employees work in other states, "you can add that information too", but Paychex publishes no extra-state fee, and it says "Additional fees may apply" to its payroll tax service (source: paychex.com).
- Wave: Wave's payroll page and payroll terms don't mention paying employees in more than one state (sources: waveapps.com/payroll and waveapps.com/legal/terms-payroll-tax-service-usa).
Only the services that publish prices are counted: ADP RUN and Rippling don't publish list prices; SurePayroll is left out because its own pages showed different prices.
What these prices leave out
- The payroll taxes themselves, and health-insurance and workers' comp premiums.
- Discounts and current offers: every price is a standard monthly list price.
- Contractors and must-haves beyond tax filing, such as local (city or county) tax filing. The calculator prices those for your team.
- Fees a provider doesn't publish. On the plans these tables price for more than one state:
